My friends guys and girls got tough treatment from the cops the difference is we understood that if we made the cops job harder like attitudes or running you was going to get roughed up period. I am convinced that these people's behavior is the result of never being told, "no" in their entire lives.
Often from single parent homes with no father figure around to teach them some discipline. Their numbers have grown exponentially in the past 60 years as we see the results very clearly now and their numbers keep growing every year.

Far too many people are like this now; resisting, screaming, saying they can't breathe, saying they know their rights, running, fighting; because society coddles them. Parents, courts, social workers, soft prosecutors cause this. Back when I was a LEO decades ago we didn't have problems like this. Behavior like this was dealt with quickly by police. Prosecutors didn't plea down a lotand judges felt jail was a great learning tool for them. I remember when we arrested teen drunk drivers the judge sentenced them to watch a gruesome video of several dead teens torn apart in a drunk driver crash. They also had to attend an autopsy. A form of scared straight. But not anymore. Some social workers, psychiatrists, prosecutors and others are trying to say anyone under 25 doesn't have mental capacity to be held accountable for their actions so can't be charged for crimes. If that's the case they can't drive, drink, vote, marry, enter contracts, work dangerous jobs, etc.

In my 20 years of being a mother, aunt, GS leader, and caregiver to many little ones, I have NEVER had a kid tantrum this bad.
Same for me. I started teaching Sunday school 25 years ago and had my first child 21 years ago. I have four children and two grandchildren, as well as 3 stepsons and a dozen+ nieces and nephews. I've never experienced a tantrum even half this bad. It starts with the parents and I'm willing to bet she has always behaved like this when she didn't get her way. And her parents are in denial and blame it on mental illness.

There is no DUI as she wasn't driving. The video starts with her walking up to a parked car. From what I can make out from the police conversation the man who was driving the car had warrants and they simply didn't want her in the car until they had checked it.
