I watched some of these in the 90's so I always thought they were made at then... I watched the most between 88-92 if I recall. Some in 87, but I can't remember them obviously. :) . They did include morals, but to clarify my original statement, they were required by protest groups (Action for Children's Television key among them), network programmers (and later the FCC) to include educational moments in the shows and make sure they weren't too stimulating or violent.
Today's shows lack the "moral moment" because most of them are produced for cable and cable is not required to run educational content (some of the networks participate in the "Cable in the Classroom" program voluntarily). Broadcast (traditional over-the-air) stations, on the other hand, are required by the FCC to have three hours of "Educational/Informational" programming per week. This is why most broadcast stations buy prepackaged edutainment content from third-party companies instead of the broadcast network (ABC, CBS, etc) programming such content themselves anymore.

I weirdly remember I saw on RUclips that Thundarr the Barbarian ended with Hanna-Barbera's 1995 All-Stars logo,even though the show is by Ruby-Spears!

It's...interesting how many of these shows had to have educators and psychologists on staff.
A lot of these tried to include morals for kids, and stuff for them to learn, so maybe that's why. Most cartoons nowadays lack that!
