It's not even on ANY version of the game's OST (at least, none that I have found)! I don't know why; it's a great soundtrack full of great tracks, but this is the best one and it's not even there.

If you mean this particular theme (Never Give Up), (according with all I could find) the composer is Chihiro Fujioka (Earthbound Papas) Now, if you mean VII's entire BGM OST, it is a work of various composers: Takeshi Toriumi, *Compile Heart's* Kenji Kaneko (who's the soundtrack composer of the Neptunia main games since the very start), *MAGES.'* Takeshi Abo (those first three being who worked on the majority of the game's soundtrack) and Sayuri Kan, and *Earthbound Papas'* Nobuo Uematsu, Chiriro Fujioka, Kurumi Fujioka, Yoshitaka Hirota and Tsutomu Narita.
Esdeer Holybell I know, and I've heard both, they're different tunes this one is played by guitars while that one's played by flutes. This one has a more upbeat and fast tone compared to the sims slower and arcing downwards tone. And not only that but there's a couple of extra notes in the sims version. 😁
I know I'm late to the call here, but I just wanna mention that the game series uses a metric fuckton of references to other games and series' and whatnot.
