I would Rate Combine Arms as the best detachment of the Codex (Not including Grotmas one.) After which I would put the Siege Regiment, Mechanized Assault, Recon Element, then Hammer of the Emperor. Combined Arms is already pretty good. Guard Datasheets have always been pretty solid in general. We just lacked real strategem synergy other than Fields of Fire (Which hinged on Creed or LSL for the 2CP cost.) We got some strategems that provide actual benefits to the units now, even with the field of fire side grade. Siege Regiment being able to drop Smoke on our tanks or remove cover provides a soft AP increase in general. Cover is really easy to get in 10th, and this makes it so your units can hit those targets much easier. Helps the Artillery with low AP like Bombast Field Guns, sure they are only AP1, but they get Sustained Hits 1 along with two guns. The Strat that gives extra attacks can mean your dudes are throwing out a potential of 52 Lasgun shots at a target which is funny tbh. Throw in a Castellan on some Cadians for Sustained Hits 1 for extra dice. Drown them in saves lol. Mechanized Assault is fairly solid buff to your disembarking units. My only issue with it, is that our units are kinda fragile, but they are fairly cheap. I suspect Tauroxs will be solid with their disembark after Advancing. I think the Stormlord or Doomhammer would be pretty funny transports to throw on the table. Recon Element has some nice benefits, but I don't like the reactive nature of the strategems. That and some factions with Ignore Cover like Tau just turning off your detachment rule basically. Hammer of the Emperor doesn't do much and that is fine. Our tank datasheets are pretty solid and cheap. Add in more orders along with the Dorn commander to give them more support. I find our tanks have been doing pretty well for the most part without the support. (Well other than the Lethals, those help with the Multi-Melta Sponsons for sure.)
I’ll disagree with siege detachment being “poor”. It isn’t the most comp detachment in the codex. The most competitive new detachment is probably bridgehead. However, I think siege is very versatile and capable of being very competitive. First, if your opponent is a fast assault army slow them down. If you opponent is gonna dig in and hide behind ruins then hit them with incendiary round to strip cover and hit them with artillery and close range firepower. If you opponent is a gun line like tau then use the smoke shells to be more survivable. You can use flare Strat to reroll all hits on a character and his unit. That works very well on a Dorn tank commander. Or combo it with the extra shot Strat on a decked out Krieg blob to lay down a barrage of fire. Maybe have an officer with relic plasma pistol in that unit so he gets 4 plasma pistol shots with full rerolls to hit. That’s with all the other plasma guns getting 3 shots and Meltas getting 2, etc. There is a lot more but the detachment is very flexible and has some cool combos and potential powerful firepower.
Bridgehead is very weak to screening as it really needs the +1 wound from deep strike Scions to work. To be really efficient with Bridgehead, you need to run maxed out Scion Command Squads with Scions, which will not fit in a Chimera, Taurox, or Taurox Prime because that detachment desperately needs +1 wound in order to punch up against heavy armor. This means a unit of Infiltrators or just decent screens make it very difficult for Bridgehead to do work. This could be worked around given how strong current Kriegers are and how well they synergize with Bridgehead... but Kriegers are taking a nerf in the new codex and losing 2 of their special weapons per squad of 20. This is a 33% reduction in their special weapon output. Given that Bridgehead is doing fine in the meta, but dependent on Krieger workhorses that are getting pretty significantly nerfed, it means Bridgehead will be at or below standard, not competitive when the new codex drops. I know they had a good weekend, but the reality is the current meta is playing against Starshatter Arsenal Vehicle Castles. You'll notice almost every ranking army is a horde anti-meta list. People came to beat Necrons and lost to hordes like Bridgehead and Orks. Bridgehead is good right now because it's anti-meta. That's it. The most competitive new detachment is probably Mech Assault. Taurox Primes running Kasrkins who, in the new codex, can order themselves on deployment are pulling most of the same weight as Bridgehead except don't die as easily.

Btw, stripping cover from enemy units then blasting them with 3 siege cannons and 6 bombasts WILL do some decent damage.
