You need to create an online licence to change your character, and you can only create an online licence in windowed mode because the text box doesn't appear when in fullscreen. At least that was my problem when I had the same issue.

if u cant do it by pressing f3 then thats cuz ur on a laptop kb and u have Fn Lock enabled, so hold down Fn while pressing f3
