Is this guaranteed? Cause if i set the dummy to the techroll, it doesnt work. Only if i do the db3 after a single hit after the tornado this works. Am i doing something wrong perhaps

What is it you're not understanding?
If it is the cancel after b2, 1~f you have to press up during the stance transition to cancel it, then you can input db3 immediately. So the inputs should look something like:
b2 , 1, hold forward to get Slither Step, u, db3

the timing isnt too strict but if you do something like mach punch after jet upper for a high wallsplat you need to use heat burst or the b2,1 wont hit , and it should hit on all axis
