Basically, there was a bad rumour about Dazai so everyone started avoiding him, even his friends. The only one there for him during this awful was Chuuya that’s why he adored him so much as a friend (perhaps as something more). However, after Fyodor reminded Chuuya the reputation he had to uphold (Chuuya came from like a really rich and famous family), Chuuya publicly called Dazai a freak which obviously upset him much more than any other bullying from the others.
