The context to keep in mind re: Vlad III's cruelty is that for common people of the era it was nothing out of the ordinary. Peasants were regularly executed in horrific ways by just about every leader all throughout Europe (and probably the rest of the world) back then. Vlad became infamous because he treated nobles and clergy just as harshly, and aggressively investigated corruption upon taking power which led to a rash of high profile executions. He's remembered in some parts as a just leader who "drained the swamp," so to speak.
I really do love this mech. Tanky, lots of control and debuffs, and a *big fucking drill*. I've heard that the drill is also super good with Pegasus using "by the way, I know everything" to deal hefty average damage with almost no downside.
The history of my boy Yi is only tangentially relevant to the mech, but I think it's fucking fascinating so HERE WE GO ANYWAY! Yi Sun-Sin was a Korean admiral, keeping with the IPS-N theme of naming all their shit after naval personalities and places. Like Vlad, he is considered a national and cultural hero to his home nation of Korea, due to his history of beating the absolute living shit out of the Japanese when they tried repeatedly to invade. Yi was a brilliant tactician on the water and almost all of his battles saw him grossly outnumbered by the Japanese, and winning anyway because fuck you homeboy, Korea is on the mainland so we have access to _technology._ So where do the spikes come in? Well, probably Yi Sun-sin's most famous accomplishment was "inventing" the Turtle Ship, the first armored ship in all of world history (though some people debate this). The design was actually quite a bit older than him but had fallen out of use; Yi pulled it out of mothballs and massively upgraded it. The Turtle Ship was armed with a positively ludicrous number of cannons for that point in Asian history--11 per side, and another one in the mouth of its dragon figurehead at the front. Its name, however, comes from its "shell", which was an iron armor plate on the top deck covered in... spikes! This made boarding the things (the preferred naval tactic at the time, and especially for the Japanese who treated naval warfare as basically land warfare but on water) a goddamn nightmare, since boarders are busy trying to find a place to not impale their feet and have to move slowly across the deck while the crew pelt them with projectiles and harsh words. The turtle ships didn't make it to Yi's final battle, as the Japanese realized perfectly well how dangerous they were and launched a raid to destroy them in harbor. Yi died at the Battle of Noryang, but ordered his son to conceal his death until they could win--and they did. Despite being massively outnumbered, as usual. So passed the greatest naval hero in Korean history--but he also saved the nation. Noryang obliterated a ton of the Japanese fleet, meaning they couldn't keep their land troops supplied, and their leader Toyotomi Hideyoshi had to call it off, ending seven years of brutal war. This would massively hurt his prestige, and he would die barely five years later, with his heir being replaced by Tokugawa Ieyasu, who then declared Japan closed to the outside world--and thus Japan would not threaten Korea again for over three hundred years.
Also I'm not going to say that it's MANDATORY, but if you don't make the Railway Rifle trainwhistle "whoo-whoo" sound at least in your head when you do shit with the nailgun, then you're missing out.

So, back in the day, the Chinese and Koreans and I assume other countries in that area of the world used these things called Turtle Ships that were covered in spikes in case someone tried to ram them or board them. However, Tortuga literally means Turtle, so the name was already taken by the time Vlad got designed I guess. So they went with the name of the dude famous for impaling other dudes.
