It refers to the tone you can produce from your thumb when playing. You get a nice, heavy "whump" to those base notes when you can let your thumb just relax and use the weight of your arm and hand for those downstrokes more than the muscles of the thumb. Basically your thumb is "dead"....the power comes from your relaxing it and letting it fall through the strings as if the strings weren't there.
