My answer Oregons loss was less embarrassing than alabamas. But it is all in the wash,, bama has to beat Georgia or is out. I didn't realize the pac 12 got rid of divisions, so Oregon anscwash will meet again. I don't think a 1 loss Washington non cahampion will make playoff. I believe a 1 loss oregon pac 12 campion only makes it if FSU loses and bama beats georgia. Still can't believe SEC and big 10 are in divisions while the acc, pac 12 and big 12 aren't. As far as Michigan's sign stealing goes, the only games they've lost were the games in which they didn't know ahead of time who they would play, and therefore couldn't "scout" them out. And that's not suspicious at all.

Not every school can afford helmet communications. It's not impossible, but the tech would have to flow up as well as down the college football landscape. As with anything in regards to college athletics, it's about where the money will come from.
The NCAA alone made over 4 billion in profits last year. And most of the conferences showed profits of almost a billion. Tell me they can’t cough up the funds?

Every school's budget is not the same based on enrollment. So, to make it fair for all schools would be the hardest part. That's all. Furthermore, if you're going to spew stats on income, you need to show the receipts. The SEC did not make a billion dollars in revenue. They made $721.8 Million. That's divided up and goes to the schools. The windfall goes to school, not just the football program. Yes, with that kind of cash, anything is possible, but for the smaller programs (cupcakes, Juco, etc.) their athletics department would have to compromise somewhere or have it donated, gifted or sponsored.

College football is fundamentally different than the NFL game. Most teams don't huddle so having the QB receive the play call via comms would mean that he would still have to communicate the play to the rest of the offense via signals.

The rules are actually very clear on the matter, it's not illegal during the game itself. It's only illegal if you scout FUTURE opponents at other games and steal the signs ahead of time using electronic recording equipment.

Unlike the NFL most college teams do not huddle. They change the play once or twice after the coach checks the defensive alignment. Even with a helmet speaker to the QB there would still be a need for hand signals. Everybody steals signs, this is nothing new.
I think the issue is the video recording of the signs. But yeah, teams have complained about sign stealing for years. When player A switches to team B, he tells them their signs. Nothing new other than the method used.
