So Master Seargent Walz was put in the billoted position of Command Seargent Major but never completed his personal responsibilities to complete the requirements of the rank. Therefore was never promoted to the rank. He knew that. Every service member down to Private/E01 understands this. And Walz just lied about it to erroneously embellish his service record.
