Frozen Dragon Nest is a RAID NEST(8man party) For light mode(F19) all party members me be at least STG 20+ Clearer For Normal(F21) all party members must be at least STG 22+ Clearer. plus you need to learn the stage 1,2 and 3 boss fight mechanics. Now to answer your question, NO.
