I think you have to buy him, it's a dlc pack but you can't find anymore because they don't have dlc content for WWE2k19. But there is one way you can get the content but you have to have a ps5 to do it.

Pele kick: Hold LEFT arrow + A
450 is not assigned to him by default. You have to manually assign it with SUPERSTAR -> MOVE SET.
