I was also victim of this scam once without any reason, and my laptop was actuly blocked by the scammer. I did nothing and just forced shutdown my laptop. After few hours everything was ok and I could start my laptop.
2 thing 1. Most indian user have Dynamic IP, sometimes even rebooting modem will change ur IP 2. Our IP is not linked to our mail ID so how they are messaging us.

When your computer screen is locked and even restarting does not remove such popup of this fraud notice from screen, just press ctrl+alt+delete and select delete it from task manager. Now re-start the computer. You are now back to normal. However, please run antivirus to make sure that no Trojans are installed.😊
