I don't think this came first at the TT. It is the civil version of the police "Noddy Bike" that was common in the 1960s. It has a 200cc side-valve flat twin with water cooling. Very smooth, quiet and comfortable but as far as the performance is concerned some of the 50cc "sixteener specials" of the mid 1970s would leave it behind.
It is more about street cred and style and not always about speed : ) If you buy this bike then you will be the one that stands out in a crowd for sure.
