    You are all missing the point in this situation. Here is a debate that took place yesterday in the European Parliament. But the essential is missing, which is that, just to remind you, the European Union is financing the Rwandan army with 20 million euros to intervene in Mozambique. Without any guarantee or control to ensure that this funding does not go elsewhere.
    Rwanda is an exporter of coltan, yet there is not a single gram of it on its soil. And 60 to 80% of the world's coltan reserves are, coincidentally, located in the east of the DRC. Here again, it is surprising that there are no sanctions on this matter.
    On behalf of 95 Francophone parliaments, I am relaying and making a solemn appeal for sanctions. It would be an honor for France to lead the call for sanctions against Uganda and Rwanda. It would be its honor.

    "Today, we're mainly talking about the so-called rebel group M23, which is destabilizing the region. In fact, with Rwanda's help, this group is currently occupying part of Congolese territory. And the role of the Rwandan regime is fundamental. The United Nations have noted that Rwanda is not only providing arms and money but also has soldiers on the ground. UN Secretary-General Antonio Guterres has even called on the Rwandan regime to stop supporting M23 and withdraw from Congolese territory. This is a clear violation of Congo's sovereignty and international law.
    What is the Rwandan regime looking for in the Democratic Republic of Congo? In fact, this region is extremely rich in minerals, especially cobalt and coltan, which are essential for European multinationals. The Kivu region alone contains 60% of the world's coltan reserves. Imagine the strategic importance of this region.
    In other words, the war, massacres, and destabilization in eastern Congo benefit those who want to steal Congo's natural resources. And unsurprisingly, a UN expert group found that in 2023, Rwanda recorded an unprecedented increase in its coltan exports, a 50% increase compared to the previous year. Every month, M23 smuggles 150 tons of coltan from the Congolese town of Rubaya, occupied by them, to Rwanda. This is pillage on an unprecedented scale.
    Some people looking at the map ask me, 'How is it possible for a relatively small country like Rwanda to destabilize Congo, which is much larger?' Congo is almost two-thirds the size of Europe, four times the size of France, and 80 times the size of Belgium. But it's not just Rwanda; Rwanda receives support from the West, the United States, and Europe. Every year, the European Union provides tens of millions of dollars in aid to the Rwandan army. Poland has even promised to provide all the arms and military technology the regime needs. And under the Global Gateway program, Europe has promised to invest $900 million in Rwanda.
    And to top it all off, in February 2024, the European Union signed a privileged agreement with Rwanda on raw materials. And this while we know that Rwanda is stealing raw materials from Congo. The European Commission has signed this agreement and encouraged Rwanda to intensify the pillage of Congolese riches. Look at the timeline. In February 2024, the European Commission signs this agreement on raw materials with Rwanda. And barely two months later, in April 2024, M23 occupies the town of Rubaya, which represents 15% of global coltan production. Every month, 150 tons of coltan pass from there to Rwanda, undoubtedly into the hands of multinationals. Theft and pillage, that's imperialism in concrete terms today.
    And some people even dream of permanently occupying eastern Congo, cutting Congo into small pieces. That's what we commonly call balkanization, to better steal Congo's riches and resources for the benefit of Western multinationals."

    From the Congo for the benefit of Western multinationals. In the Financial Times, expert Jason Stearns is clear. This war could end relatively quickly. He recalls that in 2012, the M23 had been defeated. And it was not only because of the action of the Congolese army and its southern allies, who had militarily defeated the M23. It's also because the international backers of the Rwandan regime had suspended their funding. And so, they had said, "Because of the role you're playing in the Congo, we're going to stop funding you." Barack Obama had called Kagame to tell him to stop the M23. In other words, if the West today did not sponsor this war, it could end very quickly. And we could avoid, we could have already avoided many of these deaths, many of these innocent victims in the Congo today.
    Imperialism today, the true face of European foreign and commercial policy in Africa, that's what it is. And when Russia invades Ukraine, the European Union talks about international law, and rightly so. But when its Rwandan ally violates Congolese sovereignty, commits massacres, and supports them. Just like when Israel occupies Palestine, Lebanon, Syria, the European Union sides with the aggressor. So today, let's put pressure on European leaders, because it's not acceptable for Europe to play this role.
    So today, it's possible to put pressure on them. It's necessary for Europe to stop its complicity in the crimes on the ground. So let's send a message to Ursula von der Leyen, President of the European Commission, or to the European Union's Foreign Minister, Josep Borrell. Send them a message on social media. Send them this video. And also, mobilize in the streets, because we need to put pressure on our governments today.

      Yes Rwanda is a problem and does have its own agenda. But you cannot deny that the M23 ARE Congolese unless you don't know how they came about. Yes they have committed some atrocities but they are part of the internal problems of DRC. SADC was not supposed to be involved militarily but to create dialogue between the AFC/M23 and Tshesekedi, another problem child. Peace within DRC will isolate Rwanda. And don't forget the FDLR in that mix, a story for another day.

      Exactly lets fix our region first , why is sadc getting involving in that mess, there is issues within sadc that needs to be resolved, there problems in mozambique , theres issues in Swaziland , Zimbabwe as well

    The prevelant tendency in eastern DRC, to disrespect territorial integrity and to disrespect peace keeping protocol, adds to the harship caused by years of the mineral wars and thousands of severely traumatised people. Yet big leaders with big smart phones are slow to unite for lasting solutions! The work of the Church also suffers under the burden of lawlessness.

    The West has arrived Kagame with morden technology arms , they know the country is strategically placed at the heart of Africa. African economic liberation will not be successful with this obstacle. Remember that Congo was the main cause of the Berlin conference which partitioned Africa. The strength of Africa economy depends on fully integration of all countries. Russia and China can support us with equivalent technology.
