It is a pun using the homonymic in spanish between the political party and the finger phalanx of the hand that Dali was figuratively taking Picasso with. Dali was brilliant. Check out his book about his ideas: "The Secret Life of Salvador Dalí". He more than held his own against Andre Breton and the other writers of the Surrealist group to which he had a connection early on.
