I am not aware of any such thing at the moment, you will have to break your video into frames and in paint the clothes on your character frame by frame, and then merge them together back, but that's a tedious task, assuming a video is 10 second long at 30fps, that will be 300 images to in paint and then merge them back together.

How to make the model wear a particular cloth.? Keeping the texture, print and color stick to the new cloth.
