It's pretty random. Sometimes the AI is great, other times they suck.

I'll admit it. The singleplayer AI has gotten a LOT better. I'd go as far as to say its actually good now. The other day while playing Sweden, Italy kept ripping off naval invasions and it was legit the most i ever micro'd.

Victory points grant supply depending on their VP value. So if its a big territory with important cities it can get quite a lot of divisions on it with little attrition. Japan actually owns the indochina provinces if taken by the "Demand indochina" decision, so they have little attrition there.
I don't know if AI uses the supply mission on transports planes, or how much supply can be gained this way.
I once saw the AI supply 94 divisions with the port in South Sakhalin.
As an Indonesian I'm glad this is just an alternate history.
