First of all, IELTS is not mandatory for APS and it makes no change in the duration to receive APS certificate. It is only necessary when it comes to university admissions and the visa process. If you have a valid IELTS score, yes, you can add it while applying for APS.

There is no need for a photo in the application form , already there is a photo , photo is only required when there is an error in the application photo during the uploading process

APS just check the credibility of your IELTS score, yes you can go for retest
