The Green Dragons are utility dragons from my experience. They aren't very well versed in either Damage or Healing, but they can do both. A lot of the Green Dragons have a Self heal, Heal Over Time castable on any target, and 1 Damaging ability.
They scale with both attack power, and spell power for damage skills. the melee use energy (but the energy generating talents are useless for every type, they have no energy dump skill, and they regen enough to spam on cd. the rest of the types use mana. Only the green whelp scales with spell power for its healing (5 target rejuvenation with 15 sec duration, 15 cd) The green drake's Nature's Bloom, puts lifebloom on itself and 2 allies, but does not scale with spell power for its healing (and not a bug, confirmed intended behavior, only the damage scales for this skill) All dragons base stats are heavy strength/stam, even the casters. so the whelps with instant abilities and melee'ing will be fairly potent sources of damage once talented. some dragonkin will deal more damage if you disable their casted abilities (anything not an instant) if you have a lot of sp or ap (it takes the highest you have, not both) and just let them melee and use instants.
In my undead taming video, I go through each of their abelites; but I don't believe I mention which would be the most beneficial for use within PvP or PvE in specific.
