This is why mavs are so useful in ground RB, or any TV or laser missile. They can lock on and will kill helicopters. I've tried many times with laser guided bombs in ground to kill helicopters for them just to bounce off, I feel maybe the slower the bomb, the more chances it has to destroy the aircraft through collision. Slow speed may allow the bomb to bounce around the helicopter a bit, which might destroy the rotor, a fast bomb will bounce off fast and away to continue its path to the ground, leaving the helicopter undamaged.
Kinetic damage for bombs was planned I believe, but I don't remember if it was only for the AP bombs, maybe you could've tried those as well. Collision damage alone is rather janky.

i did "kill" a ka-50 onces with a laser guided bomb, it just more so, i knocked his main rotor out where it crashed and then the gbu just went 70 degrees upwards after that hit and fucked off to space, physics yes

I have more than 10 clips where I kill helis with direct hits with GBU and laser guided however, I remember in more than 30 occasions, my bomb basically did nothing. From what I can deduct, helis with bigger airframes tend to get killed by the sheer kinetic energy more, most likely due to bigger hitboxes, however, Alluette is a special case which needs to be hit on the rotor blades most of the times to be killed.
