Any order works, they're amazing by themselves but better if you've watched one or the other before. While it is a prequel, there's so many references in Better call Saul to Breaking Bad (because Breaking Bad was made first), so you'll enjoy it in any order

Why doesn't the contractor have a lot blueprint that is was done by a surveyor. How far away is the surveyor, it would probably only take less than a hour for a surveyor.

What would likely happen is the PM says yeah the survey works out/ sends out surveyors to mark out some points and the contractor gets the information on what to do with them but may not get all the details.
