The Talang Barrage across river Mayang in Jember Regency, East Java Province, Indonesia. Administratively, Jember Regency is bordered by Bondowoso Regency and Probolinggo Regency in the north, Lumajang Regency in the west, Banyuwangi Regency in the east, and in the south it is bounded by the Indonesian Ocean. In accordance with the Regulation of the Minister of Public Works Number 14/PRT/M/2015 concerning Criteria and Determination of the Status of Irrigation Areas, the Talang Irrigation Area is the authority of the central government which is carried out by the Technical Implementation Unit of the Balai Besar Wilayah Sungai Brantas because it has an irrigation service area of more than 3000 hectares. Barrage Talang is one of the historical relics during the colonial period of the Dutch Government in Indonesia. The barrage was built in 1920 when a forced cultivation system happens.
The Talang Barrage was built for sugar cane, cotton, rice, tobacco, rosella (for packing sugar), coffee and other spices whose yields were for the benefit of the Dutch Government. In 1975 rehabilitation was carried out through the Prosida Project but did not change the structure and operation of the weir, only replaced the corroded iron door, and connected the gearbox with generators and electricity to facilitate the operation of the weir gate. The Talang Barrage is the main building of the Talang Irrigation Area which has a standard area of 8,844 hectares. The Talang Barrage serves the Ambulu and Jenggawa Areas in Jember Regency, East Java Province. The weir control system for agricultural operations after construction in 1920 was manual with human power turning the door wheel with the estimate that 100 rotations can only raise the weir door as high as 15 cm.
