A lot of makers out there have very good beginner options. Orangewood, Alvarez, Seagull, Blueridge, Takamine are a few that come to mind. I think that the most important thing in a beginner guitar is finding something that is "easy" to play... meaning, easy to fret. If you get a guitar that is set up poorly and plays like crap, it will make learning all the more difficult because of the extra frustration involved in having to fight the guitar itself to fret it. If you already know a few chords, go to a guitar store and play guitars in your price range and see which one you like best. If you dont already know chords or how to play, it might be worthwhile to go to a guitar store and explain you're a beginner... and ask a worker to play guitars for you (in your price range) and ask them which one plays the smoothest/frets the easiest.
I would start by learning how to tune the guitar... then basic chords to know G, D, C and Eminor are must knows and those shapes will help you learn many songs... then start jumping into E, A, B, A minor, B minor, F, and barre chords.
