Hope started craving the pills before Amber gave her the extra pills. That's why she was aggressive with the doctor when she wouldn't give her more. Amber told Hope the truth about the pills and expressed her concerns to Hope. Hope convinced her she was okay. Hope kept taking them knowing they weren't from the doctor and I'm pretty sure she still takes them in future episodes. As soon as Amber wasn't a need in her life, Hope says she's bad for Rick and all this other crap. Hopes okay with Amber as long as it suits her.
