I’m willing to bet he was thinking in terms of a modern engine, where a carb goes on with the throttle plate in idle position, so he held it shut when re-installing the head. Might not have even thought about the governor works on these. It’s a little counterintuitive for someone used to modern engines to start at full throttle and shut down at speed. But that’s a mixer for ya!
