He lost to Liu Kang in MK2-3. Spends MK4 recovering. Loses to Shang Tsung and Quan Chi in Deadly Alliance. And doesn't really accomplish anything in Armageddon. Say what you want about Netherrealm Studios. At least they occasionally give Shao Kahn some wins.

The issue is that he punished them for being bad in the previous timeline instead of trying to make them out right good in the new one. The end of the game shows you that there are good versions of Shang Tsung which basically shows you he isnt inherently evil all the time. Or atleast that they have the potential for good but instead of trying to help Shang Tsung he outright punished him. Some people need help being good and that’s just how it is you can’t expect someone to do the right thing when all they’ve been given in life is trial after trial after trial. Sometimes it’s in out nature to be good or evil and based on the fact that there are good Shang Tsungs out there had he been given a good shot at being good he could’ve been a goood guy.
Based on the quotes on the game he tried to help Shang Tsung to be a better person. But Shang Tsung made every wrong decision despite Lui Kang's efforts to reform him.
The best way to counter shang tsung when you have Time powers is to drop him off in an Orphanage in earthrealm, fuck Outworld that's his home turf too risky.

MK 11 w/Aftermath (2019) and MK 1 (2023) further proved that Shang Tsung is the greatest villain in MK History. Shao Kahn is the most iconic but Shang is purely the best bad guy. (Now bring back Onaga Netherealm)

Actually, it's Titan Liu Kang with Kronika's powers (and also DIDN'T absorb the souls from Shang Tsung) vs. Titan Shang Tsung with Kronika's and Fire God Liu Kang's powers on top of the souls he stole, like Shao Kahn and Sindel.
I love his voice from the mk movies and mk11 but here he doesnt fit the voice and face , it felt better in mk11 due to him looking exactly like his actor
