Don't take my word for it, but my guess is that the explosive is dissolved in a liquid (probably water) when he puts it on the paper, and it's not that reactive in that form. When it dries out, it becomes unstable.

it ia only nitrogen triiodide
becase it is stil wet and the excess amonia has not evaperated it is only sensitive when it is dry
