Ofc they only care about DPS and maximising Efficiency, because they got Maths test to go for the next day and can't be bother to dedicate a single braincell to properly evaluating an operator's niche. Rmb when people called Angelina bad? Only for her to dominate the meta for the rest of year 1. Or when people thought that Penance was an indisputable powercreep of Mudrock? it does not though it might look that way on the slugs, because there is no delay between doing a ranged an a melee attack, so she does one ranged attack, then immediately starts blocking and does a melee attack thats why the first two attacks are faster than the rest

S2 have a great st debuff potential and pretty spamable so there is that( flat atk debuff is quite very valueable) this may extend her use as a on field dp gen and debuffer at the same time if choose. S3 can the shadow thingy fly across map in any angle or just cross shape? My understanding of this skill is 1st deploy where enemy we want her to stall then redeploy to let shadow thing bind those target and her in some where else safe poking stuff for dp like canta s1. The initial burst of dp is to make at least secure some value out of her even if she die fast. So in summary she look flashier and do more damage than canta but actually ines just a "safer" option that have some more utility for the team in the form of a on demand bind with atk debuff, then she can escape near a safe enemy then grind dp.... Hot damn utilities these day is expensive af.

By s3, you deploy her first, she will retreat immediately and leave the sword there, then you can deploy her 2nd time (0s cooldown) and she will call back her sword and deal dmg to anything in between
If an agent(vanguard) have same dps as surtr, i would just abandoned it, like come on their point is to generate dp not killing enemies, but if it charger it understandable
