depends on the events you plan on competing in. I would say as a 3200/1600 runner you would want to focus on your aerobic training while still having a speed session every once in a while (every 2 weeks maybe). preseason training is very aerobic based as too much VO2 max can cause injuries very quicker.

How should I train in the winter between xc and track I have 3 months should I do any v02 max workouts or only easier stuff and tempo

Do you split your training into blocks?
Not really, I take a down week, backing off on milage every 4-6 weeks but keep the workouts the same. Then take 2 weeks off between seasons.
200 avg hr per tempo mile is demonic 👹
My hr is naturally high. I swear it wasn’t that hard 😅
