The reason is safety - so that it doesn't fall on other people who are trying to climb it. It is standard (universal, really) when making a new boulder to clean it up in this way so that people don't get hurt. This particular piece was already loose and could fall if someone pulled hard on it while trying to climb up. I didn't break it. I just pushed off the part that was already broken
