Yes exactly. These are restraint tactics. Not everyone is solely focused on destroying an aggressor. Some of us have professional obligations as you noted, bouncers, security, LEOs. In other contexts there may be personal concerns--breaking up a family fight, restraining a smaller aggressor, an elder or younger one, an autistic student, a drunk friend--the list goes on. If you are looking for eye gouges, this isn't it. Some people have a wider spectrum of responsibility.
