What Hinata heard is the voice of the world, it's different from Great sage that Rimuru had before Raphael.
How so?

Yeah, easy to misinterpret if you don't remember all the details of S1, but Great Sage just copied the voice of Words of the World. Although, the voice Rimuru heard as he was dying irl was probably the Words of the World itself, whereas Great Sage manifested once he was born in Tensura

the voice at 10:40 isn't something exclusive to hinata its the voice/words of the world which acts as the world announcer/administrator that anyone can hear
it announces stuff such as skill obtainment (privately) and nearby major world events like someone's awakening as a demon lord via the harvest festival (public)

Raphael is an ultimate class skill of Rimuru and others, remember him upgrading and shit? and Worlds of the World is "just that" what it's name says. When Rimuru became a DL and when our fav boy Clayman, decided to go nuts.
Those fossils actually thought they could say they were acting according to Luminus will, when pleading their case to the woman herself when asked why they killed Hinata? They had _just_ witnessed Luminus resurrecting Hinata. Talk about delusional. I can easily imagine that at some point they started using Luminus' name as a blank check to commit all manner of acts and atrocities, and probably got way too comfortable doing so. Even so, to try to use that same argument on the woman herself?
Honestly, as much as the luminaries were acting on their own, Luminous definitely deserves a lot of blame for the shit her subordinates do. And to make it worse, she just hand-waves her church's discriminatory views with "I never asked them to do that". I enjoy her character, but she's such an L for that.

Great Sage has been hacking the "Words of the World" right from the beginning, so whenever the Words of the World makes an announcement (whether privately, like with Hinata, or publicly such as when the Orc Lord became a Demon Lord Seed back in S1) it sounds like Great Sage, now currently Raphael.

It's funny how it feels so satisfying to get Diablo's plan in place even if he had a few boulders along the way. Gotta hand it to my man being the strongest demon.
