It's like a go no-go guage? I.e if it doesn't fit, it's bad. That's my best guess.

How would you know whether it's out of spec without inspection such as this? This seems like a functional gauge for inspecting GD&T callouts. In theory, if economical, errant features could be bored out, plugged with new material, and remachined. In any case, the inspection is necessary for QA, and may be useful for process control as well.
