Make sure you are only selecting outer lines not center lines. And then use transform point tool and make sure to double click in the middle, only then drag to enlarge.

Lace up is kinda tedious work (atleast the way i use it), but if i find any easy way (I'm constantly trying tho), I'll make a lace up corset or top design.. Thanks for the suggestion!!!
