Activation lock can be removed by submitting proof of purchase. That's is why always ask for a invoice copy of purchasing an iPhone or make sure the primary device owner have removed the device from their account.
I saw a great proposal for how to fix this. The buyer has to contact apple. Apple contacts the previous owner who's icloud is on the device. The previous owner can either let them unlock it or keep it locked. If the owner doesn't respond within a week, it is assumed they won't respond, and the device is unlocked.
REWA showed that if you replace the storage chip, and overwrite the data to a clean new chip and solder that one on the board you have a unlocked cellphone. My local shop around the corner offers this service to this date for at least iPhone 12 and lower.

I have some advice for people who buy a new phone, please restart your phone to test the jailbroken status, most of the time the jailbreak iphone cannot survive restart and needs to be jailbroken again, and make sure you get to enter your own icloud infront of the seller before leaving

After this, you will see a screen that says you need to plug it into a computer. Plug it into a computer, in iTunes it will say that you can update and restore, and it’s that easy, just let it do its magic. Your phone is factory reset and the iCloud lock is removed.

There are plenty of them available on aliexpress for example... The only problem is that face id is linked to the motherboard so by changing it we lose face id, unless we take a combo motherboard / face id which is also available! It works but it has an important cost, and even more important if you want to keep face id. I don't advise this method because we are never sure of anything but as a last resort it could be useful....

Actually apple can take the activation lock off now. However you have to have proof that you bought the device from a “reputable” source. Now what counts as reputable is a good question.

Majority of them are scams and are not 100% effective. The only way you can effectly remove the apple ID from a device is asking someone you personally know that works for Apple to look up the device and get them to remove the activation lock on their servers so it is no longer associated with the device. But that's too risky and could put that employee's job on the line.

If you want to jailbreak an iPhone, you can, but you run the risk of being hacked by someone.

It was mine. However it was blacklisted because the owner must’ve used the findmy app or contacted apple support to remove that phone IMEI from their account. Which in turn lifted the lock. However, like Guru said, I was unable to use mobile data on it. So it was basically just a heavy iPod. Then I sold it to some random guy.

Bypassed, not unlocked but there are several methods varying from open menu bypasses and software bypasses from incloud locked screen Only models 5-x are supports as well as most iPads up to 7th gen Nothing on iOS 14.9 or newer etc… You can retain cellular function but it’s a more exspensive bypass Anytime a bypasses device is restored the original iCloud will come back as well Mdm removals are also possible as well as Samsung frp unlocks but servers are tricky

When I think of activation lock I think of a carrier locking a device. Icloud lock is what you described here.
