Isn't scale degree 2 of harm min BDFA Bmin7b5. The diminished chord occurs on scale degree 7, G#BDF. You could start that chord G#BDF on B and get the first inversion BDFG#, same chord but it doesn't start on scale degree 2 of Harm Min. Wondering why he explains it in this way.

Might be because he’s working with triads, not 7th chords. The 2nd triad is B, D, F. Which is a B diminished triad.
And the “7”th of B (A) could be replaced by the “7”th of the A harm min scale, (G#, Ab), which makes B dim 7 ( BDFAb).

can be both! Use whatever sounds best in context
If you’re just using triads, which seems to be what he’s focused on, then it would be diminished.

The Harmonic Minor Triads: interesting how he uses the first inversion of triads to fit the triads perfectly with the fingers. you could do it with 1b35 for a-minor and so on, but it is not so elegant like to start with the first inversion for a-minor. So many possiblitys and permutations to go through things, thats overwhelming. If you start with 135 its so annyoing.
