I would cook that a few more hours, it takes more than an hour for the ingredients to heat up.
2 hours on WARM...is not going to cook those beans or the vegetables! The Rotel tomatoes....they aren't cooked, you can tell. My chilly goes on LOW for 8 hours! That's looks.....raw warm! NO.
Chili has no beans in it, don't know what you are making but it isn't Chili
