They claimed to be protecting them from potential electrocution via power lines that were live and down, but their actions to protect condemned the occupants of the cars to die by fire. The road to hell is paved with the good intentions of obedient order followers, given their orders by psychopaths who see human life as worthless and disposable; as theirs for the taking.

It seems clear with that wind and fire conditons becoming overwhelming that in the 1st hour everyone needed to be evacuated. That call needed to be made and the routes defined and relayed. Why was this not done? It seems everyone was on their own including the 1st responders. Heads need to roll.

An EOC is largely useless at the tactical level.
When I'm in the field, commanding a fire response, big enough to activate an EOC... I command the fire scene...
The EOC takes care of my requests for more resources I need, and finds them, and gets them to me. Then it's up to me to assign those resources to tackle whatever objectives need to be achieved.
That is NORMAL... that is how it is SUPPOSED to work.
      Here's your problem Maui had...
They had a finite number of cops... a finite number of firefighters and fire apparatus... and finite EMS resources... facing an incident that was far too big for those cops, firefighters and EMS resources to handle. PERIOD.
If I take you, by yourself and stuff you behind the counter at McDonalds, all by your lonesome... and 5 buses of tourists all show up hungry and looking to order food... YOU ARE NOT going to be able to service them all. There's too much work to do, and you can't do it all yourself.
That's what Maui's emergency services faced. A situation that was so severe, that all the firefighters and cops and paramedics and doctors, were NOT enough to handle it.
MAYBE... a future solution for Hawaii... might be to organize County Disaster Response Teams, that are VOLUNTEER... made up of the citizens of the islands, that can be basically trained and called to duty by the standing emergency services, when a disaster strikes.
So normally you'd have X number of firefighters, doing the daily work... and then maybe 10 times that number of citizens, that could serve as a 'reserve force' to staff additional reserve fire equipment, and aid the standing fire department, if called on to do so.
THAT might be what Hawaii needs to do... because Hawaii is SO isolated from the mainland, that it takes HOURS and even days, to send help from the mainland WITH equipment to help.

There is so much WRONG with the official story. The truth is the roads were blocked by the police "under orders." The water was cut off. NO SIRENS were ever sounded. The body count is very, very, very suspect - they froze the count at 115 then dropped it to 97 (how is that even possible!!!??!!). NONE of the official disaster procedures were followed.
WHOA! The very fact that officers on scene are calling for an evacuation at 3:26 PM means the sirens should have been sounded AND the roads should have been opened up to allow residents to escape. AND we're hearing from the police themselves that there are multiple burn victims AND dead.
DO NOT FORGET! The police have 5 mobile morgues set up at the police station. Each unit is capable of housing just under 100 bodies. That's a potential of just under 500 bodies. IF the body count is truly just 97, why all the morgue units?????
Honestly ... at this point ... the best thing the survivors can do is to SUE the city for wrongful deaths, not following proper procedures (IE not sounding the sirens, cutting off the water, blocking roads, etc.), and for outright incompetence.
The only way the truth is going to come out is via massive lawsuit against the city.
