If you live in Australia the key term is remnant :-) there is the Remnant Warehouse in Sydney and the craft opshops (Sewing Basket) run by Achieve Australia. I almost never have to buy brand new fabric or supplies anymore, now that I've found them!

Western NY sewists....There's a huge warehouse in Erie, PA that has deadstock fabric. The Sew Green organizations in Syracuse and Rochester NY also have donated fabric and notions they sale.

There’s another larger resource which is non profit, called ‘Our Social Fabric’ in East Vancouver. They have a bricks and mortar store, and are also online.

We offer remnants of high performance fabrics, which are good value...in addition to high quality natural and synthetic performance fabrics, as well as deadstock.
if pieces were big enough can I make a full garment from it? tiny remnants are not desirable ... scraps are useless.
You can always used scraps material for small projects or to refill a teddy bear, or a cushion that are so many ways to used them
