Woman shot on E. Olney Rd. in Norfolk

A woman trying to protect children after a shooting broke out following an altercation between two men on East Onley Road in Norfolk was caught in the crossfire and was shot herself, police said.

Why police department wasn't out there anyway ? They have officers detailed out every park every day and have officers working overtime too . Where are the results? Or the arrest ???
