The equipment your video was recorded on and the equipment at home we play it back on was engineered to reproduce what humans can hear, not dogs. It's incapable of reproducing frequencies above around 20khz so of course dogs wouldn't be able hear the whistle even if it did work.
This is the worst “experimental” video. It really seems like not many people on videos like this or whistle reviews have any idea how or what to do with a whistle for training a dog. This is a joke. The dog needs to be trained with the whistle.
