I honestly believe, given the dangers of fighting on a hard surface, that you would get even more approval from the authorities if you mandated head gear to protect fighters in the event of a KO or a hard knock down. There's a reason they say one punch can kill - it's the hard landings which usually do the most damage. Just some food for thought.
