I'm sure you know by now, but it is for Duke TIP. You must get really good grades or are in the gifted program at your school as an exceptional/enhanced student. This is worth doing if you can. It is through Duke University. Congrats.

Do I have to already be a student to fill out this form? I simply wish to know if I’m eligible for financial aid. I don’t want to sign up for anything without knowing that first, but it doesn’t ask if you’re trying to enroll as a student in the first question, it just asks if you’re a “student”, “a parent”, or “someone trying to help a student make an account.”

I used to be a financial aid counselor at a few universities. You don't need to be enrolled at a college to fill out the form, and after filling it out they will estimate your grant and loan eligibility, but you won't get an actual offer until you've been accepted at a college, because its each individual financial aid office at the college that will determine your edibility based on what the FAFSA calculates and costs associated with their university. I know, its kinda confusing!
