It is not right to dry the cocoa on the road but the minister is not discipline every action as got a reaction, the different between a leader and the people he leads is how you solve problems, he could have call them first educate them about the situation at hand and money involved in constructing these roads and make them own it like is their property and let them know you are the minister,next time they will be the one protecting the roads instead of shouting at them like they are kids
