And yes, that was a photo I found of 2816 in Mexico. I thought it looked amazing.
Also if you understand the concept of reading the description, pretend CP 2816 is refering to any railfans in Mexico who were actually reasonable when seeing the 2816.

Well, in the cutscene, Raiden didn't even know the guys he was looking at. Empress leaving all those guys she barely knew about was the joke.
Though from what i've heard, there were plenty of reasonable railfans in Mexico who got upset about the public being absolutely stupid with 2816.
