In certain situations it could be similar, but definitely not always. 'She will be held back for another year' means she will not advance to the next grade. But we couldn't substitute that for 'hold in'.

Great question. Those two expressions--hold back and hold in--basically mean the same thing in this context. 'Hold back', however, may sound like you still got angry but just not at the level that you could have whereas 'hold in' means to refrain from showing any anger and instead keep it inside. But, for the most part, they have the same meaning. Hope this helps.
