Its primarily because they are forced to make newer characters stronger otherwise no one would spend money to get newer characters
Logically why would a water sports shop owner(Mualani) be stronger than a fatui harbringer(childe)
Its also because most of the old units including ayato have terrible constellations
Just look at xiao for example
None of his constellations are good
except C6 which won't work on single target enemies
Xiao's C4 gives you 100% defense bonus💀💀💀

Ayato's constellations aged poorly. After his release, it took two months for him to get powercrept by Yelan lol.

Problem is if I put instructor set on Citlali, then her shield capability would drop to the floor... haiyaa
