I worked at a place where OSHA inspectors would come in and if it was the one inspector, he would insist on extra guards put in place on the band saw. When the other inspector was in, he told us to take off the guards as they created a hazard. The solution ended up being that the band saw immediately was taken apart for maintenance as soon as any inspector entered the building. That way , the guards we made for the one dope were right next to the machine when he was in, but the other dope never saw them actually on the machine so we didn't get written up again.
By the way, the company did try to resolve this , I was there at least 2 years after this started and was not resolved when I left.

The company were getting it from both ends by OSHA. Doing it wrong no matter what. They solved the issue with typical American ingenuity.

@KELLI2L2 My point is that OSHA is a mess, not because it is a bad idea, but because the inspectors have arbitrary and subjective ideas instead of standards to follow.
The machine involved had the standard safety guards on it, with one added by the company because of an accident that almost happened, they saw a way to avoid a possible accident in the future and took care of it.

The fact is, they don't want anything "resolved". Govt hacks like everything to be "fluid", or up in the air. That way they hold all the power. I work charity poker for a small animal welfare charity, and the costs of permits and the reams of paperwork necessary to bring in a couple grand over a four day event is unreal. The nameless, faceless "govt" can lose, misplace, unaccount for, millions of dollars, but you have to account for pennies or risk all kinds of sanctions. Just to complete the endless circle, one state gaming inspector would say one thing, then another would come in and say something else. It's a govt game to keep the serfs in the correct mindset, frightened and submissive. The saddest thing is that the folks who do the job are our own neighbors. They are our brothers and sisters and moms and dads and friends. Once they are hired, I don't know how the true govt "elites", the ones who really benefit from all the regulations and confusion rammed down our throats, get them to do so much dirty work against us. Must be a lot of bonuses and rewards in it for the hirelings. That's all I can imagine.

Govt doing what it does best: rent-seeking and monopolies
